As “Gazeta Wyborcza” informs it is caused by regulations. It turns out that it is not necessary to be an owner of any land to receive grants from EU. It is also not necessary to have any documents proving that the land is leased. Swindlers gain information about free lands. After that they seed it with corn and apply for EU grants.

Of course police and public prosecutor's Office get the information about illegal entry on land. However most cases are discontinued due to low noxiousness of an act. Very often land is not fenced and due to this police claim that it cannot be recognized as distraint.

 The Agency for Restructuring and Modernisation of Agriculture cannot determine how many people in Poland receive money for lands that don’t belong to them. Farmer can get about 1 thousand zloty’s grants from EU. Some of them are able to seed 180 ha of land in two days.
